PRESIDENT/CEO

A graduate of Western Maryland College with a degree in Economics, Mr. Lederer joined Johns Eastern in 1984 as an all-lines field adjuster. He was promoted to Branch Manager of our Norfolk location in 1988, and in 1989, transferred to our Washington, D.C. office as Branch Manager. He was promoted to Regional Manager in 1997 and to Vice President of the northern region in 2000. In 2004, he was promoted to Executive Vice President, overseeing our three major operations: Branch Operations, Third Party Administration – Self-Insured Accounts, and Catastrophe Claims Services. He was promoted to President/CEO of Johns Eastern in 2008. In 2022, following Johns Eastern’s acquisition by Davies, Mr. Lederer was promoted to CEO, TPA Services-US.

SPECIAL ACCOUNT SERVICES

Ms. Adkins joined Johns Eastern in 1986 after graduating from the University of South Florida with a Bachelor of Arts degree in Finance. After working as an all-lines field adjuster and Claims Supervisor, she was promoted to Claims Manager of the Orlando Branch in 1990 and then to Executive Director of Centralized Claims in Sarasota, Florida in 2001. She was promoted to Vice President of Special Account Services in 2004 and to Executive Vice President in 2008. Ms. Adkins serves on the board for the Florida Association of Self-Insurers (FASI).

E&S|FIELD OPERATIONS

Mr. Harlow joined Johns Eastern in 1986 as an all-lines field adjuster. He graduated from the University of South Florida, with a Bachelor of Arts degree in Criminal Justice. Mr. Harlow was promoted to Assistant Regional Manager in 1998, to Regional Manager in 2004, to Vice President in 2005 and to Executive Vice President in 2008. He has extensive experience handling automobile liability and general liability programs, and is also well versed in handling catastrophe claims, professional liability and medical malpractice, business interruption and jewelers block losses.

SECRETARY AND TREASURER

Mr. Bayer graduated from the University of Western Ontario in 1990 with a Bachelor of Science degree in Chemistry. He then completed his accounting studies at McGill University. While at McGill, he worked as an auditor for the accounting firm of Ernst & Young. In 1993, Mr. Bayer moved to Florida and began working at the firm of Arthur & Swearingen, after successfully completing the CPA exam. In 1997, Mr. Bayer joined Johns Eastern as the Controller. He completed his Florida CPA license requirements in 1999. In 2002, he was elected Secretary|Treasurer.

VICE PRESIDENT – E&S/PROGRAM TPA OPERATIONS

Mr. Milner graduated from the University of South Florida in 1991, with a Bachelor of Science degree in Finance. He joined Johns Eastern in 1993 as a field adjuster. Mr. Milner was promoted to Branch Manager in 2004 and operated a liability TPA unit for various school districts and governmental entities, as well as two religious organizations throughout the State of Florida. He was promoted to Director of E&S and Field Operations overseeing our Field Branch Offices in 2009 and to Vice President – E&S/Program TPA Operations in 2020.

EXECUTIVE DIRECTOR OF TPA OPERATIONS

Ms. Wells joined Johns Eastern in 2006 as a Senior Adjuster. She was promoted to Claims Supervisor in 2007, to Claims Manager in 2009, to Director of TPA Operations in 2014, and to Executive Director of TPA Operations in 2020. She has more than 20 years of claims-handling expertise. Ms. Wells’ experience covers private and public self-insured entities as well as national insurance carriers. She also regularly speaks at regional and national conferences.
